Abstract:: Human Resource Strategy is an important supporting system to realize the strategic goal of enterprise development. Human resource is the first resource of enterprises and the key to maintain the core competitiveness of enterprises. The competition among enterprises is the competition of human resources in the final analysis. For an enterprise, whether to attract and retain talents, effectively reduce brain drain will be directly related to the survival and development of enterprises. In recent years, with the emphasis and policy support of the state on private enterprises, the talent market and the labor market have become more open and inclusive to some extent, and the flow of talents from state-owned enterprises to private enterprises has accelerated. This paper makes an objective analysis of the situation of brain drain in the past 5 years in a seamen management company, and puts forward some suggestions and countermeasures in order to arouse the great attention of the relevant departments and enterprise leaders, and to formulate the corresponding measures in time, to maintain the relative stability of the National Maritime "Reserve Force" and ensure the continuous supply of high-quality seamen for the national strategy of building a "strong maritime nation" .
