摘要:
特殊区域开展村落建筑保护性开发有利于化解农村产业发展与生态保护之间的矛盾。鉴于崂山区存在热点景区周围村落建筑呈现无序扩张趋势、村落建筑缺乏生态保护意识与保护举措、部分村落建筑使用率逐步下降、周围配套资源缺失等问题，应从高质量发展旅游业角度，因地制宜，发挥资源特点与优势，选择集中连片、单村推进、单点提升、线状辐射等路径，严格落实保护范围和建设控制地带，通过采取设立专项财政资金、鼓励社会资本和民间资本参与、股权激励、提升数字化管理能力、加大与文创旅游产品融合力度以及完善村落建筑周围配套基础设施等保障措施，积极开展村落建筑保护与开发。
Abstract:
The protective development of village buildings in special areas is beneficial to resolve the contradiction between rural industrial development and ecological protection. There are a lot of problems about Laoshan village buildings. Such as hot scenic spots around the village showed a trend of sprawl, village construction lack of ecological protection consciousness and protection measures, part of the village construction utilization rate decline gradually, lack of surrounding facilities. From the perspective of high-quality development of tourism, the village building protective development should adjust measures to local conditions, give full play to the characteristics and advantages of resources. Select the path of concentrated contiguous, single village propulsion, single point lifting, linear radiation, etc. Strictly implement the protection scope and construction control zone, set up special fiscal funds through adopting, encourage social capital and private capital to participate in, equity incentive, enhance digital management ability, strengthen integration with cultural and creative tourism products, and improve supporting infrastructure around village buildings, actively carry out the protection and development of village buildings.
