摘要:人力资源战略是实现企业发展战略目标的重要支撑系统。人才资源是企业的第一资源,是保持企业核心竞争力的关键。企业之间的竞争归根结底就是人才的竞争。对于一个企业来说,能否吸引和留住人才,有效减少人才流失将直接关系到企业的生存和发展。近年来,随着国家对民营企业的重视和政策扶持,使得人才市场和劳动力市场也在一定程度上更加开放和包容,国有企业人才向民营企业的流动呈加速迹象。本文对某国有船员管理公司近5年来人才流失情况进行客观分析,提出建议和对策,旨在引起相关部门和企业领导的高度重视,及时制定应对措施,维护国家海上“预备队”的相对稳定,确保为国家建设“海洋强国”战略提供源源不断的优质船员。

Human Resource Strategy is an important supporting system to realize the strategic goal of enterprise development. Human resource is the first resource of enterprises and the key to maintain the core competitiveness of enterprises. The competition among enterprises is the competition of human resources in the final analysis. For an enterprise, whether to attract and retain talents, effectively reduce brain drain will be directly related to the survival and development of enterprises. In recent years, with the emphasis and policy support of the state on private enterprises, the talent market and the labor market have become more open and inclusive to some extent, and the flow of talents from state-owned enterprises to private enterprises has accelerated. This paper makes an objective analysis of the situation of brain drain in the past 5 years in a seamen management company, and puts forward some suggestions and countermeasures in order to arouse the great attention of the relevant departments and enterprise leaders, and to formulate the corresponding measures in time, to maintain the relative stability of the National Maritime "Reserve Force" and ensure the continuous supply of high-quality seamen for the national strategy of building a "strong maritime nation" .
