摘要:: 近年来，跨境电商在国家政策引导、新技术助推和全球疫情等因素影响下实现了跨越式发展。海南洋浦拥有完备的中国特色自贸港建设政策体系，高质量发展外贸新业态、新模式条件已较为成熟。建设洋浦境内海外仓，有利于赋能进口跨境电商创新业态发展，培育海南跨境贸易竞争新优势。海南洋浦境内海外仓的创新发展需要监管机构进一步高水平“一线放开”、海关信息系统流程优化以及高质量的“二线管住”，由此推动海南自贸港新业态新模式的差异化发展。

Abstract:: Recently, national cross-border e-commerce has achieved leapfrog development under the influence of policy guidance, new technology promotion and global epidemic. Under the strategic framework of"Hainan free trade port" to guide Hainan's long-term development, the policy system for building a free trade port with Chinese characteristics with world influence has been complete, and it is mature in attracting high-quality development of new foreign trade formats and new models. Of course, the landing of overseas warehouses in Hainan Yangpu requires high-level "first-line liberalization" by regulators, optimization of customs information system processes and high-quality "second-line control", thereby leveraging the differentiated development of new formats and new models of Hainan Free Trade Port.
